Motivation

Dependabot opened PRs for major upgrades we don't want yet:

• chore(deps): bump react-router-dom from 5.3.4 to 6.30.6 in the react-router group #12823 upgrades react-router-dom from v5 to v6.
• chore(deps): bump the babel group with 7 updates #12824 upgrades the @babel/* packages from v7 to v8.

Commenting @dependabot ignore this major version doesn't work on grouped updates: Dependabot asks to configure an ignore rule instead.

This adds ignore rules for the major upgrades of these groups:

• react-router and react-router-dom: the upgrade needs a manual migration, planned for Docusaurus v4 (React Router v8+, see Docusaurus V4 - Umbrella issue #11719).
• @babel/*: we postponed the Babel 8 upgrade in break: upgrade to Babel v8 #12408, and may drop Babel support instead.

Minor and patch upgrades are still proposed.

Test Plan

• pnpm lint:catalogs passes (it parses dependabot.yml groups).
• oxfmt --check .github/dependabot.yml passes.
• GitHub validates dependabot.yml when it's merged: an invalid config shows an error in the repository's Dependabot settings.
