docs: add project and repository inventory

Summary

• add a canonical inventory of Microcks public first-party repositories
• document each repository's purpose, category, lifecycle and responsible ownership
• retain archived repositories and record deliberate exclusions
• link CNCF CLOMonitor as an external health and conformance reference
• link the inventory from the organization profile README

Context

This addresses the repository and subproject inventory follow-up identified during the CNCF review in cncf/toc#2099.

CLOMonitor covers selected delivered components and documentation repositories. SUBPROJECTS.md remains authoritative for Microcks repository scope, lifecycle and ownership.

Validation

• compared the inventory with the current repositories in the Microcks GitHub organization
• confirmed 41 active and 4 archived public first-party repositories
• confirmed that external forks and private repositories are excluded
• checked Markdown formatting and whitespace

Decision process

This adds a supporting governance document and therefore requires a formal organization-balanced Maintainer vote under GOVERNANCE.md.
