This PR extracts the existing out-of-process userland runner lifecycle into reusable
RunnerConfigandRunnerInstancelibrary APIs that own the dedicated control endpoint, runner process, association-failure termination, and final wait/reap while preserving the current one-root CLI behavior and separate in-process path.
