[FHL] Add to side pane JSON Beautifier + Encode/Decode URI component + Encode/Decode Base64

Support text transformation utilities inside the RoosterJS site. Users can paste unformatted JSON, URI component text, or Base64 content and transform it for easier preview directly in the editor.

Instead of relying on third-party utility sites or creating temporary files in another editor, RoosterJS provides a fast and reliable place for common text transformations.

• Text Utilities side pane with:
  • Beautify JSON
  • Encode URI component
  • Decode URI component
  • Encode as Base64
  • Decode from Base64
  • Clear
  • Clear editor
• UTF-8-safe Base64 encoding and decoding, including support for Unicode and emoji.
• Shared transformation, error-handling, and editor-output flow for all utilities.
• Minimal TextUtilitiesPanePlugin to register the pane and provide access to the editor.
