Overview

This is intended to be in the release after v3.0, do not merge.
Prerequisite for migration is a chain running on v3.0.

babe key has to be present in permissioned candidates on Cardano and in
1ce0c41 
config file. Aura fallback is not meant for it, only for migration time.
