MOSIP-45666: Use eSignet base URL for IDP redirect URI

Summary

• MOSIP-45666: resolve $ from the eSignet base URL, replace api-internal with healthservices, and append /userprofile.
• Keep a single maven-javadoc-plugin declaration in api-test/pom.xml so the API test Maven build can read the POM.

Test plan

• Run an OIDC client or OAuth details request that uses $ and confirm the resolved redirect URI is {eSignetbaseurl with healthservices}/userprofile.
• Confirm mvn -f api-test/pom.xml validate no longer reports a duplicate maven-javadoc-plugin.
