Problem
When update packet U1 is held at ABIS, it still owns the draft for that UIN. ID Repo allows only one draft per UIN, so a second update packet U2 for the same UIN cannot create its draft. ID Repo now returns
IDR-IDC-022for this case ("a draft already exists for this UIN with another registration id"). Registration Processor treated it as a permanent error, so U2 ended as REREGISTER.Fix
