Basic vscode-jsonrpc support

[mwoerlein]

• initial pls command which reads vscode-jsonrpc messages from stdin and send (fake) responses to stdout
• basic json message parsing to determine method (and id)
• initialize workflow with no supported server capabilities
• detect and handle shutdown/exit messages
