This PR removes macOS Ventura (13) CI configuration and replaces it with macOS Sequoia (15) Intel CI configuration to modernize the CI pipeline and address issue #1457.
- Removes macOS Ventura CI job configuration from GitHub Actions workflow
- Deletes the Ventura-specific dependency installation script
- Updates changelog to document the CI configuration change
