Current projections cannot reconstruct a worker context from runner state or provide bounded access to raw command evidence. A project-authored review claim does not establish independent review.
Proposal
Define a bounded handoff and external evidence contract. The handoff references:
- Authoritative scope.
- Git refs.
- Phase.
- Remaining budget.
- Verdicts.
- Commands.
- Raw evidence.
Research short-lived content-addressed manifests under external control. Keep mutable accounting within the protected reservation contract.
Scope and exclusions
Exclude:
- Transcript copies.
- Committed findings files.
- Round logs.
- Generated evidence summaries.
Commit only an authorised bounded aggregate report.
Structured evidence establishes neither semantic relevance nor reviewer independence by itself.
Acceptance criteria
- A fresh worker can locate authoritative context without transcript memory.
- Raw output supports deterministic metadata and direct bounded slices.
- References identify the reviewed revision and expose unavailable or mismatched evidence. Expired evidence counts as unavailable.
- The contract defines:
- Retention.
- Access.
- Credential protection.
- Independent reproduction.
- Context recovery cannot:
- Reset spend.
- Change scope.
- Grant a new phase.
- Unavailable evidence produces an explicit stop or human decision.
