ci: install Nix with NixOS/nix-installer-action - #740

One installer across the organization: devshell, go2nix, serve-go and system-manager already use this one. The input for nix.conf lines is spelled extra-conf, and the new action takes no github_access_token or nix_path, so update-vendor-hash spells both as nix.conf settings. access-tokens is what the old input wrote for us; without it that job fetches from github.com anonymously at 60 requests an hour.
