CreateVlanin #767 allocates thevlan_flood_<vid>aggregate port, while the correspondingObjectDelete("vlan_flood_<vid>")cleanup inRemoveVlanwas staged in Chunk 4 (#769). Reverting #767 onmainunbreaksMatchActionCoverageTest(INSERT->DELETE->INSERTof the same VLAN ID) until Chunk 3 (with theRemoveVlancleanup included) and Chunk 4 are merged together.
