Verdict
Workflow-only change: one added file, .github/workflows/pre-commit.yml (53 lines). It is minimal, least-privilege, SHA-pinned, and matches both the HyperFleet CI pattern and the (updated) JIRA acceptance criteria for this non-API repo. The single open item from the previous review — caching the pre-commit environment so LeakTK isn't recompiled on every run — is addressed at this head. The newest change since the prior review (dropping the make install-hooks step) is technically correct for pre-commit run --all-files and aligns with the updated acceptance criterion. No new issues found.
Setup notes
All setup steps completed — JIRA validation ran (jira CLI available), the architecture check ran against openshift-hyperfleet/architecture docs, and HyperFleet standards + mechanical checks were fetched successfully. Go-specific mechanical checks were skipped because no .go file is in the diff; language-agnostic checks (security, code-hygiene, impact, doc/code cross-ref, intra-diff consistency) ran.
Summary of recommendations

No new numbered recommendations. The one prior nit (pre-commit environment cache) already has an inline thread and is now resolved — see Previous concerns below.
JIRA validation
Ticket: HYPERFLEET-1806 — "Add a pre-commit GitHub Actions workflow to the Go repos" — present in the title and well-formed (HYPERFLEET-1806 - ci: ..., valid ci type per the Commit Message Standard).
In-scope acceptance criteria are met for this adapter repo:
- ✅ Runs on
pull_request. - ✅ Sets up Go from
go.mod(go-version-file: go.mod, resolves togo 1.26.0) with caching keyed ongo.sumandtools/go.sum(both present), per the ticket's "Agreed implementation boundaries". - ✅ Installs the pre-commit executable (
pre-commit==4.6.2, pinned once viaPRE_COMMIT_VERSIONand reused by the cache key) and runs the configured pre-commit-stage hooks directly (pre-commit run --all-files --show-diff-on-failure). - ✅ No Git-hook registration step in CI. The updated acceptance criterion explicitly states "no Git-hook registration step is required in CI"; the previous
make install-hooksstep was removed at this head. This is correct —pre-commit run --all-filesinitializes and executes hook environments withoutpre-commit install. The repo still keeps theinstall-hooksMakefile target (line 400) for local development. - ✅ API-only generation exception correctly applied: this is a non-API repo, so the workflow has no
make generate-allstep and no Makefile grep. Confirmed nogenerate-alltarget exists in this repo's Makefile. - ✅ Not a required check — no branch-protection / required-check changes in the diff; Prow stays the merge gate.
- ✅ Actions pinned by full 40-char SHA (supply-chain rule). Verified each pin resolves to its claimed tag:
actions/checkoutv7.0.1,actions/setup-gov7.0.0,actions/setup-pythonv7.0.0,actions/cachev6.1.0. - ✅ Least privilege: top-level
permissions: {}with job-levelcontents: read;persist-credentials: false; concurrency withcancel-in-progress; 30-minute timeout;CGO_ENABLED=0matching LeakTK's default build.
Cross-repo / runtime criteria are not verifiable from this single-repo diff and are not required here: byte-identical rollout across all ten repos, a green Actions run on this PR, documenting the secondary gate in the architecture CI docs, and the next EPD has_ci_workflows observation. The commit-msg and clean-checkout LeakTK coverage gaps are explicitly deferred to HYPERFLEET-1817 / HYPERFLEET-1819 per the ticket.
Result: PASS — no JIRA gaps for the in-scope work.
Impact warnings
The following file is NOT in this PR (and lives in a separate repo) but may need updating for awareness only:
openshift-hyperfleet/architecture→hyperfleet/docs/pre-commit-hooks.md(Step 3, "Update CI/CD pipelines") — onmainit still instructs CI to runmake install-hooks("ensures pre-commit hooks are registered"). This adapter workflow intentionally omits that step, consistent with the updated HYPERFLEET-1806 acceptance criterion. The author notes the architecture doc is updated in a separate architecture PR; nothing in this repo needs to change. Flagging so the doc onmainends up matching the implemented pattern.
All in-repo references the workflow depends on (go.mod, go.sum, tools/go.sum, .pre-commit-config.yaml) are present.
Previous concerns
The previous HyperFleet review (history, at commit 9a664f2) was an APPROVE with a single prior nit. Classification against the current head 8e773a7:
- Pre-commit environment cache (nit, Pattern) — addressed. The current head adds a
Cache pre-commit environmentsstep (.github/workflows/pre-commit.yml:42) usingactions/cache@55cc834… # v6.1.0for path~/.cache/pre-commit, keyed on runner OS/architecture, the effective Go/Python versions,PRE_COMMIT_VERSION, and the.pre-commit-config.yamlhash (no broad restore-key fallback). This is exactly the gap raised inline at discussion r4339454675, verified against the head diff. The existing thread is linked rather than re-posted.
Review run: 4m 40s wall time, model cost about $1.31 (client-side estimate, 681592 input and 21012 output tokens, claude-opus-4-8).

Temporarily closing and immediately reopening, explicitly authorized by Rafael, to re-emit pull_request.reopened while diagnosing the missing pre-commit Actions run. No commits, workflow settings or permissions are changed and no merge is performed. The API control experiment is documented in openshift-hyperfleet/hyperfleet-api#407; we are testing reopen alone here, without an internal diagnostic branch. |

The cache step only saves on success, so any run where the hooks fail throws away the environments it just built, and failing on unformatted code is this check's normal outcome, so fix-and-repush cycles rebuild from scratch every time. Consider splitting it into actions/cache/restore + actions/cache/save with if: always() per the upstream docs.

Closing without merge following the team discussion on HYPERFLEET-1806. EPD now supports Prow, so the need for a parallel GitHub Actions pre-commit check will be reconsidered during the epic review. This work is paused pending that review; Prow remains the merge gate. The branch is retained for reference. |
Current CI setup (8e773a7)
Removed make install-hooks from CI: direct pre-commit run does not require Git-hook registration. Pip still installs the pinned executable; the compatibility-keyed environment cache, Go setup in all ten repos and API-only generation remain. Earlier registration notes below describe superseded commits.
Validated direct execution in a fresh repo with neither Git hook installed, plus actionlint, structural and selected-file checks. Runtime success of older commits is not assumed for this new head.
What
Add
.github/workflows/pre-commit.yml, using a shared baseline across the ten Go repos, with the documented API-only generation exception:Prow remains the merge gate. This is a secondary, non-required check; no branch-protection or required-check settings are changed. No application build or test command is added to GitHub Actions.
Important limitations
This minimal workflow does not execute commit-msg. Prow PR-title coverage gaps are tracked in HYPERFLEET-1817.
The pinned LeakTK Git hook scans staged changes, which a clean CI checkout lacks. Its passing is not evidence of secret scanning of PR content. Effective reusable CI scanning belongs to HYPERFLEET-1819; the native-scanner prototype is not included here. Hook selection remains the repo config, so this workflow does not add missing scanners/hygiene hooks to Broker.
Validation
Actual green GitHub Actions runs, merge and the next EPD has_ci_workflows observation remain acceptance checks.
Ticket: HYPERFLEET-1806.
Review/setup follow-up
New signed commit
3b473e4: workflow-levelpermissions: {}denies permissions by default; onlyjobs.pre-commit.permissions.contents: readgrants repository read access. The pre-commit executable is still installed via pip, thenmake install-hooksregisters the project’s Git hooks before execution. All ten workflows remain byte-identical (SHA-256ea05d2aa6164637832b6d1a3ff69e520bc71ae1eaee8827af579130495e80ed8). actionlint, config checks, make install-hooks and full local hook runs passed again. Runtime results on earlier commit SHAs do not establish success of these new heads.API-only generation exception (current design)
New signed commit
18f0062implements the agreed exception: only API has an explicit make generate-all step. The other nine workflows contain no generation step or Makefile grep. All ten retain actions/setup-go with go-version-file: go.mod and dependency caching, because Go is needed by gofmt/go vet/golangci-lint and hook environments independently of generation. The ticket acceptance criterion and architecture docs now reflect this exception; earlier byte-identical-all-ten notes/hashes above describe superseded commits.Validation: actionlint and selected-file pre-commit checks passed for the updated workflows; docs Markdown/YAML lint passed. Structural comparison confirms the workflows are identical after removing only API generation, and the other nine files are byte-identical. Fresh runtime results must match these new commit SHAs.
Pre-commit environment cache
New signed commit
9a664f2adds a dedicated ~/.cache/pre-commit cache keyed by OS/architecture, effective Go/Python versions, PRE_COMMIT_VERSION and the config hash; no broad restore-key fallback. The pre-commit pin is defined once and shared by pip and the cache key. The API-only generation exception remains the only workflow difference. actionlint, YAML/structural checks and selected-file hooks passed; actual cache hits/time savings still require runtime evidence.
