Current CI setup (98582b1)

Removed make install-hooks from CI: direct pre-commit run does not require Git-hook registration. Pip still installs the pinned executable; the compatibility-keyed environment cache, Go setup in all ten repos and API-only generation remain. Earlier registration notes below describe superseded commits.

Validated direct execution in a fresh repo with neither Git hook installed, plus actionlint, structural and selected-file checks. Runtime success of older commits is not assumed for this new head.

What

Add .github/workflows/pre-commit.yml, using a shared baseline across the ten Go repos, with the documented API-only generation exception:

  • Run on pull_request with read-only contents permission and non-persistent checkout credentials.
  • Full-SHA pinned checkout/setup-go/setup-python actions; Go selected from go.mod and pre-commit pinned to the locally tested version.
  • Cache Go modules/build data using available root/tool-module checksum files.
  • Only the API workflow runs make generate-all before hooks; the other nine omit the generation step. All ten retain Go setup for formatting, vet and the pinned linter.
  • Run pre-commit run --all-files --show-diff-on-failure, with CGO disabled for hook tooling, a 30-minute timeout and stale-run cancellation.

Prow remains the merge gate. This is a secondary, non-required check; no branch-protection or required-check settings are changed. No application build or test command is added to GitHub Actions.

Important limitations

This minimal workflow does not execute commit-msg. Prow PR-title coverage gaps are tracked in HYPERFLEET-1817.

The pinned LeakTK Git hook scans staged changes, which a clean CI checkout lacks. Its passing is not evidence of secret scanning of PR content. Effective reusable CI scanning belongs to HYPERFLEET-1819; the native-scanner prototype is not included here. Hook selection remains the repo config, so this workflow does not add missing scanners/hygiene hooks to Broker.

Validation

  • actionlint v1.7.12 and YAML lint: passed.
  • Structural checks: only pull_request, read-only permission, credentials not persisted, full action SHAs, Go from go.mod, and a shared baseline differing only by the API generation step.
  • Local pre-commit run --all-files --show-diff-on-failure with Go 1.26.0 / CGO_ENABLED=0: passed. This is hook execution evidence, not a claim of complete secret or commitlint coverage.
  • No runtime source changes. Application integration/live E2E suites were not rerun for this workflow-only change.

Actual green GitHub Actions runs, merge and the next EPD has_ci_workflows observation remain acceptance checks.

Ticket: HYPERFLEET-1806.

Review/setup follow-up

New signed commit 8b16298: workflow-level permissions: {} denies permissions by default; only jobs.pre-commit.permissions.contents: read grants repository read access. The pre-commit executable is still installed via pip, then make install-hooks registers the project’s Git hooks before execution. All ten workflows remain byte-identical (SHA-256 ea05d2aa6164637832b6d1a3ff69e520bc71ae1eaee8827af579130495e80ed8). actionlint, config checks, make install-hooks and full local hook runs passed again. Runtime results on earlier commit SHAs do not establish success of these new heads.

API-only generation exception (current design)

New signed commit 3d71661 implements the agreed exception: only API has an explicit make generate-all step. The other nine workflows contain no generation step or Makefile grep. All ten retain actions/setup-go with go-version-file: go.mod and dependency caching, because Go is needed by gofmt/go vet/golangci-lint and hook environments independently of generation. The ticket acceptance criterion and architecture docs now reflect this exception; earlier byte-identical-all-ten notes/hashes above describe superseded commits.

Validation: actionlint and selected-file pre-commit checks passed for the updated workflows; docs Markdown/YAML lint passed. Structural comparison confirms the workflows are identical after removing only API generation, and the other nine files are byte-identical. Fresh runtime results must match these new commit SHAs.

Pre-commit environment cache

New signed commit 73001e7 adds a dedicated ~/.cache/pre-commit cache keyed by OS/architecture, effective Go/Python versions, PRE_COMMIT_VERSION and the config hash; no broad restore-key fallback. The pre-commit pin is defined once and shared by pip and the cache key. The API-only generation exception remains the only workflow difference. actionlint, YAML/structural checks and selected-file hooks passed; actual cache hits/time savings still require runtime evidence.

Verdict

APPROVE. The single changed file .github/workflows/pre-commit.yml is a well-scoped, secure, non-required pre-commit CI workflow. Since the previously-reviewed head (73001e7), the only change is removal of the make install-hooks Git-hook registration step — pre-commit run --all-files self-bootstraps hook environments and does not require registration, so this is correct and aligns with the updated JIRA acceptance criteria. The one prior nit (cache the pre-commit environment) remains addressed at this head. No blocking issues and no new recommendations.

Setup notes: none — JIRA validation (jira CLI) ran; the architecture check ran (fetched hyperfleet/docs/pre-commit-hooks.md from the architecture repo); and the standards/mechanical-checks fetch succeeded. The diff contains no .go files (only .github/workflows/pre-commit.yml), so Go-specific mechanical checks were correctly skipped; the language-agnostic checks (security, code-hygiene, intra-diff consistency, impact, doc/code cross-ref) ran and found no new issues.

Recommendations

# Severity Category Confidence Location
— — — — No new recommendations

No new recommendations. The only standing item (caching the pre-commit environment) is addressed — see Previous concerns — so it is not duplicated here.

No recommendations without an inline location.

Existing reviewer comments: CodeRabbit's workflow-level-permissions finding was already addressed in 8b16298 (workflow default permissions: {} + job-scoped contents: read) and resolved on its thread — not repeated here.

JIRA validation

Ticket HYPERFLEET-1806 is referenced in the PR title (HYPERFLEET-1806 - ci: add pre-commit secondary checks). The in-repo acceptance criteria are met at this head (98582b1):

  • Runs on pull_request. ✅
  • Go toolchain resolved from go.mod via go-version-file, with dependency caching keyed on go.sum + tools/go.sum (both present in the repo). ✅
  • Installs the pre-commit executable (pinned 4.6.2 via the shared PRE_COMMIT_VERSION env) and runs the configured pre-commit-stage hooks directly (pre-commit run --all-files --show-diff-on-failure), with no Git-hook registration step — this matches the updated acceptance criterion ("installs the pre-commit executable and runs the configured pre-commit-stage hooks directly; no Git-hook registration step is required in CI"). The removal of make install-hooks is correct: pre-commit run does not require pre-commit install. ✅
  • API-only generation exception: this PR keeps the explicit make generate-all step (the agreed API-only difference). Verified both generate-all (Makefile:150) and the now-unused install-hooks (Makefile:87) targets exist; the git-ignored generated outputs mean --all-files won't flag spurious diffs for them, while the Go hooks still need the generated sources to compile. ✅
  • Not a required check; no branch-protection / required-check changes — Prow stays the merge gate. ✅
  • Actions pinned by full 40-char SHA: checkout@3d3c42e5… (v7.0.1), setup-go@b7ad1dad… (v7.0.0), setup-python@5fda3b95… (v7.0.0), cache@55cc8345… (v6.1.0). ✅

Cross-repo / external criteria (byte-identical workflow across the other nine repos, the architecture CI-docs update, the EPD has_ci_workflows observation, and live green Actions runs) are outside the scope of this single-repo static review and are tracked in the ticket. The commit-msg/commitlint and clean-checkout LeakTK coverage limitations are acknowledged in the PR body and tracked under HYPERFLEET-1817 / HYPERFLEET-1819. No gap flagged here.

Impact warnings

None. The workflow references only go.mod, go.sum, tools/go.sum, .pre-commit-config.yaml, and the Makefile generate-all target — all present in this repo. No files outside the PR require updating as a consequence of this change within this repository.

Previous concerns

The previous rh-amarin review (pullrequestreview-5603294298) carried one standing nit:

  • #1 — Cache the pre-commit environment (~/.cache/pre-commit/) — Pattern, nit — originally raised inline at discussion_r4339455673. Status: addressed. At the current head 98582b1 the workflow has a Cache pre-commit environments step (.github/workflows/pre-commit.yml:42-46) using actions/cache@55cc8345… (v6.1.0) with path: ~/.cache/pre-commit and a key scoped to runner OS/arch, effective Go/Python versions, PRE_COMMIT_VERSION, and hashFiles('.pre-commit-config.yaml'). The config hash covers the pinned LeakTK rev, so the cache invalidates on hook upgrades. The author's fix report in the existing thread is confirmed by the diff; no separate inline comment is created for this resolved item.

Review run: 3m 59s wall time, model cost about $1.28 (client-side estimate, 753031 input and 18010 output tokens, claude-opus-4-8).

Temporarily closing and immediately reopening solely to emit the authorized reopened event from the fork after the internal-branch Actions diagnostic. The code/SHA is unchanged; no merge or permission change. Diagnostic #407 passed and was closed/cleaned up: https://github.com/openshift-hyperfleet/hyperfleet-api/actions/runs/39646086246. A check shared through the same SHA is not counted as a fork-triggered run; we will inspect the new run event association.

The cache step only saves on success, so any run where the hooks fail throws away the environments it just built, and failing on unformatted code is this check's normal outcome, so fix-and-repush cycles rebuild from scratch every time. Consider splitting it into actions/cache/restore + actions/cache/save with if: always() per the upstream docs.

Closing without merge following the team discussion on HYPERFLEET-1806. EPD now supports Prow, so the need for a parallel GitHub Actions pre-commit check will be reconsidered during the epic review. This work is paused pending that review; Prow remains the merge gate. The branch is retained for reference.
