What

Adds .github/workflows/secret-scan.yml: a secondary, non-required GitHub Actions gate that scans the tracked content of PR checkouts for secrets using LeakTK.

HYPERFLEET-1819

Why

The pinned leaktk.git.pre-commit hook sends a GitRepo scan with Local: true, Staged: true and ignores the filenames passed by pre-commit. A clean CI checkout has nothing staged, so a green pre-commit run --all-files run is not evidence that PR content was scanned for secrets.

Scope

  • Scans the working tree of the fresh pull_request checkout (leaktk scan --kind Files) — exactly the tracked content at the merge HEAD. It is not a git history scan and does not depend on a populated index.
  • --kind GitRepo was deliberately not used: without Staged/Unstaged options it runs git log --full-history --all, and on the depth-1 checkouts that actions/checkout produces, the scanner's --not <shallow> bound excludes the only commit in the repo — the scan completes green having scanned nothing (verified locally, see matrix below).
  • The LeakTK revision is resolved from this repo's .pre-commit-config.yaml; a full 40-character commit SHA is required and tag-only pins are rejected. No separately hardcoded scanner version.

Fail-closed behavior

The job fails on:

  • findings — --leak-exit-code 1 is set explicitly (the scanner default is 0)
  • scanner errors reported in the response
  • missing, invalid or non-correlated responses (the echoed request id is validated)
  • a nonzero exit status without findings or errors
  • timeouts (timeout 480 on the scan, timeout-minutes: 15 on the job)

Redaction

Scanner stdout and stderr are captured to runner.temp and never printed. Findings are reported as rule description, rule id, file and line only. Matched values, line context and raw reports are never echoed, annotated or uploaded as artifacts.

Security posture

  • top-level permissions: {}, job-level contents: read
  • persist-credentials: false on checkout
  • no Makefiles or scripts from this repository are executed; the job only runs LeakTK, jq, git and coreutils
  • the checkout index is never mutated

Local validation (LeakTK built from the pinned revision c6f5a11)

Scenario Result
--kind GitRepo on a full clone containing a committed synthetic secret detected, exit 1
--kind GitRepo on a depth-1 clone (what actions/checkout produces) exit 0, zero findings — silent no-op
--kind Files on a depth-1 clone, clean index detected, exit 1
--kind Files on a depth-1 clone with an LTKF{...} flag (positive control with the real pattern set) detected, exit 1
same, with the pattern cache removed first (cold-runner simulation) detected, exit 1
--kind Files on this repo's main (313 tracked files) clean, 0.4s
scan-step validation logic replayed against captured responses (clean / findings / scanner error / missing response / non-correlated response) all five behave as specified; findings output contains no secret material

Not covered / follow-ups

  • This is not a git history scan: a secret introduced and removed before the scanned HEAD is out of scope.
  • The one-time negative control (commit an LTKF{...} flag on a scratch branch and observe this gate fail in CI) will be run and documented on the ticket before the pilot is considered proven — a clean run alone is not evidence of actual content analysis.
  • Rollout to the other repositories and the architecture-docs update are tracked in the ticket.

📝 Summary

Summary by CodeRabbit

  • New Features
    • Added automated secret scanning to pull-request checks.
    • Scans tracked files and reports detected issues with the applicable rule, file, and line details.
    • Checks fail when potential secrets are found or when scanning produces errors, invalid results, unexpected outcomes, or times out.
    • Provides an additional safeguard against accidentally exposing sensitive information in submitted changes.

The new pull-request workflow checks out the merge revision without persisted credentials. It validates LeakTK’s full commit SHA from .pre-commit-config.yaml, installs that revision, and scans tracked files. The workflow rejects invalid responses, scanner errors, findings, timeouts, and unexplained nonzero exits. It reports only rule metadata and file locations for findings.

Full details: Sec-02: Secrets In Log Output

Explanation

No failure condition is introduced. The PR changes only .github/workflows/secret-scan.yml; it adds shell echo and jq output, not slog, log, logr, zap, or fmt.Print* statements. The output reports scanner metadata and redacted rule/path/line data. It does not log a token, password, credential, or secret field or value.

Full details: No Hardcoded Secrets

Explanation

PASS. The only change is .github/workflows/secret-scan.yml. Its literals are workflow metadata, LEAKTK_ID: ci-secret-scan, tool paths, and pinned GitHub/LeakTK commit references. No API key, token, password, private key, embedded URL credentials, or base64-encoded secret is introduced. The 40-character values on lines 42 and 47 are GitHub Action commit pins, not credentials.

Full details: No Weak Cryptography

Explanation

PASS — The PR adds only a GitHub Actions workflow. The changed file contains no use of crypto/md5, crypto/des, crypto/rc4, SHA-1 for security, ECB mode, custom cryptography, or non-constant-time secret comparison. The 40-character revision and git rev-parse HEAD values identify pinned commits and are not cryptographic security operations. No CWE-327 condition is introduced.

Full details: No Injection Vectors

Explanation

PASS: The pull request adds only a GitHub Actions workflow. It contains no SQL query construction, Go fmt.Sprintf queries, exec.Command or exec.CommandContext, template.HTML(), or yaml.Unmarshal. The parsed LeakTK revision is validated as a 40-character hexadecimal SHA before use, and command arguments are quoted. No CWE-78, CWE-79, CWE-89, or CWE-502 pattern is introduced.

Full details: No Privileged Containers

Explanation

PASS — The pull request adds only .github/workflows/secret-scan.yml, a GitHub Actions CI workflow. It does not modify a Kubernetes/OpenShift manifest, Helm template, or Dockerfile, and it defines no container security settings such as privileged, hostPID, hostNetwork, hostIPC, SYS_ADMIN, allowPrivilegeEscalation, or root execution. The check is not applicable.

Full details: No Pii Or Sensitive Data In Logs

Explanation

No matching PII or sensitive-data log was introduced. The workflow captures scanner stdout and stderr in temporary files (lines 86-95) and explicitly withholds raw output (line 101). Its logs contain scanner status, a pinned commit SHA, fixed request ID, finding count, rule metadata, tracked path/line, and HEAD SHA (lines 65, 68, 101, 106, 118-129); none is a PII value, session ID, raw response body, customer data body, or hostname with credentials. No applicable CWE/CVE.

🩺 Stability & Availability | 🟠 Major | ⚡ Quick win

Move LEAKTK_BIN initialization to a runner step.

runner.temp is unavailable in jobs.<job_id>.env. GitHub therefore rejects this workflow before the secret scan can run (CWE-693). Set LEAKTK_BIN from $RUNNER_TEMP in a step and write it to $GITHUB_ENV for the install and scan steps. GitHub’s context table confirms the restriction. (docs.github.com)

Verdict

COMMENT — no new issues. The one open blocking concern from the previous review (the job-level ${{ runner.temp }} defect raised by CodeRabbit) is now addressed at this head commit. The implementation matches the HyperFleet standards and the JIRA acceptance criteria, with one validation item still pending per the author's own note.

PR: HYPERFLEET-1819 - ci: add secret scan of tracked content for PR checkouts
Files: 1 file changed (.github/workflows/secret-scan.yml)
New recommendations found: 0 (0 blocking, 0 nit)

Setup notes

  • Architecture check: attempted directly (hyperfleet-architecture skill). The change is a standalone CI workflow with no corresponding architecture pattern document — no inconsistency found. Both pinned GitHub Actions (actions/checkout@3d3c42e… v7.0.1, actions/setup-go@b7ad1dad… v7.0.0) are full-SHA pinned with version comments, which satisfies the Dependency Pinning standard.
  • Go-specific mechanical checks were skipped because the diff contains no .go files; the language-agnostic checks (security, code-hygiene, code-quality) ran.
  • JIRA validation ran (jira CLI available); HyperFleet standards + mechanical check definitions fetched successfully.

Recommendations summary

# Severity Category Confidence Location
— — — — No new recommendations

No new numbered recommendations. The previously open defect at line 40 (LEAKTK_BIN: ${{ runner.temp }} in the job-level env:) has been removed and reworked — see Previous concerns below.

JIRA validation — HYPERFLEET-1819

Result: PASS (one acceptance item still pending, tracked by the author). The implementation meets the acceptance criteria:

  • Scan scope is defined and documented (file header + PR body): --kind Files over the tracked working tree of the fresh pull_request checkout; a clean index does not bypass scanning. ✓
  • Reuses the LeakTK revision from the consuming repo's .pre-commit-config.yaml with full-40-char-SHA pinning; tag-only pins are rejected. Verified the awk extraction yields c6f5a11329736a8dc1551a84603f117bd9ed498e from the current config, and the ^[0-9a-f]{40}$ guard runs before the value is used in go install. ✓
  • Repos without a configured LeakTK rev fail explicitly rather than scanning silently. ✓
  • Fail-closed on findings, scanner errors, missing/invalid/non-correlated responses, and nonzero exit; --leak-exit-code 1 is set explicitly. ✓
  • No raw matched secrets or raw reports printed — findings output is limited to rule description, path, line, and rule id (matches SEC-02 redaction); stdout/stderr are captured to $RUNNER_TEMP and never echoed. ✓
  • persist-credentials: false, top-level permissions: {}, job-level contents: read; the index is not mutated. ✓

Pending (per the author's own note in the PR body and tracked on the ticket): the one-time negative-control run on a representative real CI PR (commit an LTKF{...} flag and observe this gate fail) is not yet done. This is a required acceptance item ("Validate on a representative real CI PR, document the result"), so it remains an open item — it is a process/validation step rather than a code defect, which is why it is noted here rather than raised as a blocking recommendation.

Impact warnings

None. This is a new, standalone workflow file; no files outside the PR require updating as a result of this change. The workflow reads .pre-commit-config.yaml at runtime and fails closed if the expected leaktk repo/rev block is missing or reformatted — a maintenance coupling that is handled defensively, so no action is required.

Previous concerns

The previous bot review (pullrequestreview-5605023637) carried one open blocking concern and one pending validation item:

  1. Addressed — runner.temp unavailable in job-level env: (CodeRabbit, confirmed valid at 138c1b6). The job-level env: block (lines 37–39 at head 05a350c) now contains only CGO_ENABLED and LEAKTK_ID; the LEAKTK_BIN: ${{ runner.temp }} entry is gone. LEAKTK_BIN is now derived from the runtime $RUNNER_TEMP shell variable inside each step that needs it (install step line 74, scan step line 82), which is the fix CodeRabbit recommended. This resolves the empty-expansion / mkdir /leaktk-bin failure. Fix confirmed in the file at the current head.

  2. Still pending (cannot verify from the diff) — the negative-control CI validation noted above. This cannot be proven from the code; it depends on an external CI run the author committed to performing before the pilot is considered proven.

Review run: 3m 35s wall time, model cost about $0.99 (client-side estimate, 428587 input and 15383 output tokens, claude-opus-4-8).

🔒 Security & Privacy | 🟡 Minor | ⚡ Quick win

Do not emit scanner-supplied fields in the annotation.

The workflow states that scanner stdout and stderr are never printed, but this branch extracts both error.message and error.code from scanner stdout and emits them through a GitHub annotation. This violates the workflow’s output contract and the CWE-200 information-exposure boundary, regardless of whether the current message contains a secret. Use a fixed diagnostic.

Closing without merge at Rafael's request, following the team discussion to pause work pending the epic review. EPD now supports Prow, and the choice of CI implementation should be reconsidered before adding parallel GitHub Actions workflows. The LeakTK investigation and existing CI results remain useful evidence for HYPERFLEET-1819; a clean scan does not complete the outstanding negative-control CI validation. The branch is retained for reference.
