The original implementation/review PR #290 stays open and untouched. This draft uses exactly its current SHA, a3619ff, on a new branch in the same fork (rafabene/hyperfleet-sentinel). No new code/commit, internal upstream branch, repository settings, or permissions are introduced.

Control: before this test the repository listed zero workflow runs for that SHA and zero registered workflows. We are testing whether a fresh pull_request.opened event from the fork succeeds where the original PR and reopened events produced no run.

Capture the run/check association and compare the diff with #290. Then close this diagnostic draft and remove only its temporary fork branch. Do not infer a workflow succeeded without a run on the tested SHA.
