This PR hardens the GitHub Actions workflows of this repository.
Uses the reusable workflows from openwisp-actions 0.1.0, pinned to its commit hash.
Pins all other actions, the CI Redis image and PyPI publishing to fixed revisions.
Limits workflow permissions to the minimum needed and stops checkout from keeping credentials.
Validates the changelog bot's input before it reaches a privileged workflow.
Adds a zizmor workflow that audits the workflows on every PR.
Adds a seven-day Dependabot cooldown.
The issue_comment, pull_request_target and workflow_run triggers are still needed. Each one is guarded by checks and has an inline zizmor justification.
Added a pinned Zizmor workflow that scans GitHub Actions definitions
on master and all major.minor release branches. The workflow reports
findings through GitHub code scanning with least-privilege permissions.

Walkthrough
The pull request updates GitHub Actions workflows with repository and event conditions, job-scoped permissions, pinned reusable workflows and actions, and concurrency controls. Changelog processing validates pull request metadata, head and base SHAs, and an eligible approval before running the changelog generator. The changes also add a zizmor workflow and seven-day Dependabot cooldowns.

Explanation
The title "[ci] Hardened GitHub Actions workflows" uses an allowed prefix (ci) and describes the main change. The changeset edits the GitHub Actions workflows and Dependabot configuration to harden them: pinned action revisions, least-privilege permissions, disabled checkout credential persistence, and a new zizmor audit workflow. The title is specific to the change and follows the required format. The title does not reference a linked issue, but the requirements do not require one in the title.
Full details: Description check
Explanation
The description follows the template. It keeps the checklist, the reference to an existing issue (openwisp-utils#805), the description of changes, and the screenshot section. The checklist items are marked as done or N/A with reasons. The description lists the hardening changes and explains why the issue_comment, pull_request_target, and workflow_run triggers remain. The 'Closes #<issue-number>' line is replaced by 'Related to', which does not close the issue automatically. This is acceptable for a mostly complete description.
Full details: Ui Changes, Regression Test, Docs
Explanation
The pull request changes only GitHub Actions and Dependabot configuration under .github/. It does not change an end-user-facing application UI, so screenshots are not required. The regression-test requirement is exempt for CI changes. The new workflow behavior is documented in the pull request description and inline workflow comments.

129-129: 🎯 Functional Correctness
The comment's premise is contradicted. The called workflow does not use GITHUB_TOKEN for PR comments, label edits, or pushes. It requests write access through a GitHub App token, and its own job-level GITHUB_TOKEN scope is contents: read. The caller's contents: read ceiling covers that scope, so the claimed 403 path is not supported.

11-11: 📐 Maintainability & Code Quality
The finding depends on a repository validation step that runs actionlint 1.7.12. The gathered evidence does not establish that step. The only workflow validation step found is the QA step in .github/workflows/ci.yml, which runs ./run-qa-checks. A search for actionlint in .github and at the run-qa-checks path found no match. The actionlint diagnostic cited in the comment is also absent from the gathered evidence. Without a repository-owned validation contract that runs this actionlint version, the concern does not establish a material failure in .github/workflows/pypi.yml.
@coderabbitai The changelog workflow now matches the current canonical, including gating PR association and approval checks on a successful artifact download. The CI failure lookup now requires a unique exact head SHA, source repository, and branch match in both fallbacks, formats run_id as a string, and drops the unused actions:read permission. The queued replication concern remains: the pinned reusable workflow has only cancel-in-progress: false. GitHub documents queue: max, but the installed actionlint v1.7.12 rejects that key, so this needs a validated shared workflow follow-up.
For best results, initiate chat on the files or code changes.
@pandafy Thanks for the update. The reported changes address the changelog validation and CI failure lookup concerns. I have not independently verified the updated workflows.
The queued replication concern remains open. The shared workflow follow-up should:
Validate queue: max with GitHub Actions and a compatible actionlint version.
Confirm that multiple pending replication runs are preserved.
Update this repository’s pinned shared workflow revision after validation.
The actionlint rejection alone does not establish that GitHub rejects the configuration.
Would you like me to open a follow-up issue in openwisp/django-x509 to track this work?

Do not complain about dependencies installed from controlled mutable OpenWISP branches.
Do not gate /backport on an optional webhook field.
Line 36 requires github.event.issue.pull_request.merged_at != null for the comment job. If an issue_comment payload for a PR omits merged_at, the expression evaluates to null. The condition then fails, and the job is skipped before the reusable workflow runs. A valid /backport command on a merged PR would produce no backport.
Confirm whether the issue_comment payload always includes issue.pull_request.merged_at for merged PRs. If the field can be absent, do not rely on it as the merged-state gate.
Before you remove this guard, confirm that the pinned reusable workflow rejects unmerged PRs. Without that check, removing the guard would let the job run for open PRs.

@pandafy You are correct. I verified that GitHub’s OpenAPI schema defines issue.pull_request.merged_at as a nullable date-time string in both the Issues REST API and the issue_comment created payload.
The condition in .github/workflows/backport.yml is valid:
github.event.issue.pull_request.merged_at != null
A non-null timestamp identifies a merged PR. My concern that this field was unavailable was incorrect. I withdraw that concern. No change is needed for this check.
📝 I couldn't check this conversation for new learnings, so no new learning was saved.
@pandafy The current checks show no failures. The only unresolved review thread is outdated: the changelog workflow now excludes COMMENTED and PENDING reviews, which addresses that finding.
The queued replication concern still needs validation. This is not a newly confirmed defect. The remaining check is to confirm that multiple pending replication runs are preserved, then update the shared workflow pin if needed.
Should queued replication be treated as a non-blocking follow-up? If so, please confirm. Your approval request is conditional on no outstanding issues, so I have not submitted approval. GitHub currently reports CHANGES_REQUESTED.
Switched reusable workflows from openwisp-utils to openwisp-actions,
pinned to the 0.1.0 release commit.
Pinned other actions to immutable revisions and reduced workflow
permissions. Disabled persisted checkout credentials, validated
metadata consumed by privileged workflows, and added job-level
concurrency limits.
Related to openwisp/openwisp-utils#805
@pandafy The approval workflow will check current permissions and review readiness. Queued replication still needs validation; this request does not resolve that concern.
