Simpany 整合加上唯讀的薪資申報：
SimpanyClient.listSalaryMonthlyForms/getSalaryForm（沿用自動登入與 token 快取），全部經assertSalaryReadOnly：只允許 GET、路徑與 query 白名單。simpany_salary_forms（每月一列，區分未建立／表單空白／已申報）與simpany_salary_declarations（每人每月申報金額）。salary_arrears：以申報的實際發薪為應發、以薪資交易與薪資單為已發，依付款日 FIFO 沖最舊的月份；未申報月份以最近一次申報推估並標示 estimated；對不到員工的薪資支出列為待指派。simpany_list_salary_declarations、simpany_sync_salary_declarations、salary_arrears（server 1.7.0）。部署前：prod 需先套用 migration 0027。
驗證：tsc、lint、build 通過。
