What this changes

Appends the lock screen record control (1.29) and the dropped consent prompt (1.28) to ## What's New — 1.30 in both locales.

Why

The store submission dry run found 1.29 still in PREPARE_FOR_SUBMISSION; it will be renamed to 1.30 (rename_editable_version), so App Store users go from 1.27 straight to 1.30 and would otherwise never read about those changes. Same move as #536 made for 1.28.

How it was verified

  • No Bopomofo or ✓ in the 1.30 sections; en 2,126 chars, zh 688 chars (limit 4,000)

…ached the App Store

1.29 sat in PREPARE_FOR_SUBMISSION and is renamed to 1.30 at submission, so
the store goes from 1.27 to 1.30: the lock screen record control and the
dropped consent prompt need to be in 1.30's What's New.
