This is a breaking release. The advertised KeyConfig suite set shrank to ChaCha20-Poly1305, Error::Aead lost its source, and bitcoin-hpke moved from 0.13 to 0.20 underneath. Adds a changelog covering everything since the bitcoin-ohttp-0.6.0 tag.
