Create templates for ISSUES and ENHANCEMENTS #84
Description
Create GitHub templates for new issues and enhancement requests.
Create ISSUE_TEMPLATE directory in .github in the project root.
In the new directory, create new file(s) for each template.
Create the config.yml file in the ISSUE_TEMPLATE directory.
