GitHub-hosted runners stopped starting jobs on this repo (billing error: every job fails with 0 steps). Move the verify job to Blacksmith, matching the monorepo, which already runs its CI there.

Uses blacksmith-2vcpu-ubuntu-2404 (x64), the closest equivalent to ubuntu-latest, so native npm dependencies and the Node matrix behave the same.
