polymorfa session view text output gains a New-chat cap line when Get session returns newChatCapping (API polymorfa/polymorfa#403): not observed yet / undetermined / not enabled by WhatsApp / used of limit used until resetsAt / capped until resetsAt. --json already passes the field through unchanged. No new command, flag or credential handling; reads the field through a local narrow type so it works with the currently pinned SDK and with polymorfa/sdks#323 once published.

Verification: typecheck, lint, format, new render test + platform-management tests pass. npm run verify: the full vitest run shows load-dependent failures in channels/customers/hybrid/sip-trunk command tests; those files pass in isolation on this branch, and a pristine dev checkout fails more of them under a full run, so they are pre-existing and unrelated.

Merge after polymorfa/polymorfa#403.
