The one-submission correction in 45b2075 stopped keyed history chunk retries and deletions from repeating, since those routes have no server replay ledger. delivery-41-contract still asserted the superseded retry and failed hosted CI on a06e42d. Assert one submission, the surfaced 503 and call-time wire bytes through the public MessagingClient instead.
Bind the source-only catalog to 8842dbe after correcting the stale one-submission assertion. Preserve all 186 exported programs, API pins and withheld installation commands. Hosted exact-head qualification remains required.
