This shows how PySTEPS could apply pooch for retrieving data.

FYI: Includes #596.

Updates:

• The pysteps_data package does not need to be published to PyPI. It can be installed from GitHub, but there is a quirk. This works for linux/MacOSX runners but nor for the current windows CI runners, for some reason.
• windows provided git does not check out filepaths with aux in it. The file path was changed after conversation with @ritvje and @m-rempel.
