Enable API to accept pre-fetched NLDAS data payloads, bypassing redundant fetches. Update NLDAS data source with overloads for request URL and payload validation. Extend precipitation retrieval logic to handle optional pre-fetched data and merge prior metadata/base URL into responses. Improve error handling for invalid or empty timeseries. Update API input model and add example JSONs for pre-fetch workflow. Additional worklow edits may be needed to streamline redundancies an optimize workflow. NLDAS precipitation pipeline has been restored. Update Docker image workflow branch triggers Removed 'master' branch from Docker image workflow triggers.
