Build qmtacp on tag v*.*.* for x86_64/aarch64 linux-musl and x86_64/aarch64 darwin, package tar.gz archives, and publish a GitHub Release. workflow_dispatch creates a draft.

Why
qmtacp had PR/main CI only. Releases need downloadable binaries. Linux uses static musl so the CLI runs without glibc matching; Darwin stays native x86_64 and aarch64. No Windows, FreeBSD, or nightly.
