Version bump and changelog for 2.9.2.
Nineteen commits since 2.9.1, all from the review pass. The changelog groups them by what they are: two security fixes, three loops that could not stop or stopped wrong, three paths that returned something other than an answer, two in the desktop shell, four in the frontend.
Every one was reproduced before it was fixed and carries a test that fails against the old code.
bump-version.shnow also movesCargo.lock, so this is the first bump that does not leave the lockfile a version behind.
