Adds devdocs/ble-held-links-windows.md: the results of testing what happens on the device when a Windows BLE client dies without sending bledisconnect (tested on an Axiom with RaftSysMods 1.27, killing RaftCLI mid-upload).

  • Windows doesn't unsubscribe when the client dies, so a "connected but not subscribed" check can't catch a dead client.
  • Windows ends the link itself about 25 s later (3 of 3 runs).
  • The held link doesn't block anyone. A new client on the same PC reuses it and releases it cleanly. With BLEConnArbiter the device keeps advertising, so other centrals can connect and take over.
  • Recommendation: no firmware change. The only cost is about 25 s more WiFi pause. A session idle timeout is noted as the option if longer holds are seen.
  • Also noted: the subscribe event's reason is logged through the host-error-code lookup, so its names are wrong (debug logging only).

Also marks devdocs/flash-write-blocking-plan.md as implemented (its header still said "Nothing is implemented yet"), pointing to the PRs and the wiki's File System page.

Windows doesn't unsubscribe when a client process dies, and ends the link
itself about 25 s later; a new client meanwhile reuses the held link, and with
RaftSysMods' BLEConnArbiter (two connections) the device keeps advertising.
So no firmware change is needed - the cost is about 25 s more WiFi pause.
