Update Pillow to 13.0.0 and certifi to 2026.10.19 (security) - #5

Pillow 12.3.0 has four critical and 23 high advisories fixed in 13.0.0, and LifeContext opens untrusted images and scans with it; certifi 2026.10.18 has one critical advisory fixed in 2026.10.19. The three locks change only these two packages.
