A rerun after a partial release failed in "Show what will be published": npm rejects npm publish --dry-run for a version that already exists, so the GitHub release, SBOM and attestation steps were never reached (run 38636739317 on v7.0.0).

The step now checks npm view first, like the publish steps below it.

node --test dist/publish-workflow.test.js: 21 pass.

A rerun after a partial release died in the dry-run step, because npm
rejects a dry run over an existing version. The recovery steps (GitHub
release, SBOM, attestation) were never reached.

Docker image built, scanned, and smoke-tested in CI. The PR image is local to this run and is not published.

Windows still holds dotenvx.exe for a moment after the child exits, so rm
failed with EBUSY and failed windows-native on #595. Same fix as #590.
