Compile the changelog fragments for 18 Oct, second batch

Summary

Compiles the five fragments merged since #1314 into CHANGELOG.md, with python tools/changelog_fragments.py --compile, and deletes them:

• Recommend gda in the README's MCP section #1316 the README's MCP section recommends gda (behind the scenes)
• Bring the docs up to the 18 Oct bridge work #1313 the docs catch up with 18 Oct (behind the scenes)
• Put cordons on the agent bridge #1318 cordons on the agent bridge (added)
• Let hf_bake bake only the cordons #1320 hf_bake can bake only the cordons (added)
• Say in the tool tables and the user guide that hf_bake can bake only the cordons #1322 the tool tables and the user guide name the partial bake (behind the scenes)

Highlights so far is left as it is. These lines add to bridge work the highlights have not covered since it began. Adding the bridge there is a call about the whole release, not about one compile.
