The patched NCCL 2.30.7 (source build with the MAX_IB_DEVS=400 guard) was only wired into the release matrix for arm64, so tagged releases shipped an aarch64 .run but no x86_64 or Rocky Linux asset. - Add docker/Dockerfile.cuda13.x.rockylinux8.nccl2.30: ports the patched 2.30.7 source build onto rockylinux8 + CUDA 13.1 (glibc 2.28 / RHEL8 compatible). CUDART soname is discovered at link time so 13.x patch bumps don't break the symlinks. - release.yml: add amd64 matrix entries for the existing x86_64 ubuntu 2.30 Dockerfile and the new Rocky8 2.30 Dockerfile. - .gitignore: ignore /dist so built .run packages are never committed.
