`netlink-packet-core` `0.8` has a transient dependency on `paste`, which is currently marked as unmaintained and gets flagged by `osv-scanner`. As the recently published `0.9` version got rid of that, here's a change to bump it. While at this, I updated them all to their latest available version.

cargo build,cargo teston MacOS Tahoe 26, no failing tests whatsoever. If there's anything else to watch out for, please let me know :)
