Phase 2: add lightweight People Play room registry

Summary

• Add the isolated chanriva-people-play Worker and SQLite-backed RoomRegistry.
• Add authenticated GET /v1/people-play/rooms, lobby projection validation, and lifecycle semantics.
• Add unit and Wrangler local SQLite integration tests, plus CI checks.

Verification

• Worker npm ci, typecheck, tests, and Wrangler dry-run pass.
• Android :core:network:test, lint, and assembleDebug pass.
• ./gradlew test reproduces only the two baseline StandardModeUiContractTest failures.
