Capabilities and feature-type tests still call live IGN and fail on HTML 503 #308

Description

Symptom

These tests still request live www.ign.es and assert the body starts with <?xml:

  • SimpleFeatureTypeExtractorTest — WFS 2.0, WFS 1.1.0, and the bad request
  • FeatureTypeExtractorControllerTest — the same three requests
  • SimpleServiceCapabilitiesExtractorTest — extractKnownWMSService130, extractKnownWMSService111, and extractFailedService
  • ServiceCapabilitiesExtractorIntegrationTest — extractKnownWMSService130 and extractKnownWMSService111

When IGN returns an HTML 503, those assertions fail because the body is not <?xml.

WFS GetCapabilities cases in SimpleServiceCapabilitiesExtractorTest.extractWfsCapabilities already use MockWebServer. HTML and DNS cases use LocalHtmlServer. The IGN cases do not.

ServiceCapabilitiesExtractorIntegrationTest.usePercentEncodedAmpersand also calls live https://sitmun.diba.cat/wms/servlet/ACE1M and expects <?xml. Same failure mode.

This is on origin/dev and on cartography commit 374e1bbe. The working tree has no uncommitted stub for these calls.

Why this is not on the LTR pointer PR

Backend 374e1bbe on sitmun/sitmun-application-stack#97 still contains these live URLs. Replacing them is a separate test-only change.

Acceptance

  • The tests listed above serve capabilities, exception, and feature-type XML from MockWebServer or another local stub.
  • No test in those four classes calls www.ign.es or sitmun.diba.cat.
  • Success, service type, and <?xml assertions stay.
  • A non-XML error body stays covered by the existing local HTML cases, not by a live host.
