Same seed count does not lock the extra application or territory filter #312

What is wrong

Several repository and client-configuration tests expect the same count for a filtered query and the unfiltered query. Dropping the extra predicate still passes.

• ApplicationRepositoryTest.findApplicationsByUsername and findApplicationsByUsernameAndTerritory both expect 4 for the public user and territory 1.
• TerritoryRepositoryTest.findTerritoriesByUserAndApplication and findTerritoriesOfAnUser both expect 3.
• ClientConfigurationApplicationControllerTest and ClientConfigurationTerritoryApplicationsControllerTest share the public page size 4, the internal page size 5, and the same page titles.

What to do

Pick a seed territory whose filtered result is not the unfiltered set, and assert that count. Do not delete the tests until that count exists.
