Why

The LTR program moves every Java module to Gradle 8.14.6 before Spring Boot 4.1.1. This pull request is that wrapper step for the proxy, plus the submodule-safe setupGitHooks opt-in (same shape as sitmun-backend-core#304).

What changed

  • distributionUrl now points at gradle-8.14.6-bin.zip.
  • setupGitHooks is no longer a dependency of build; hooks install resolves a gitdir file so submodule checkouts work.
  • README/CHANGELOG record the opt-in.

Scope

  • Gradle wrapper, git-hooks build wiring, and changelog/README notes.
  • Leaves Spring Boot 3.5.4, Java 17, and sitmun-proxy-contract 1.2.9 alone.

Blast Radius

Operators and CI pick up Gradle 8.14.6 on the next wrapper download. ./gradlew build no longer installs hooks. Runtime behavior and dependency versions stay the same.

Verification

  • ./gradlew --version prints Gradle 8.14.6.
  • ./gradlew build exits 0 without -x setupGitHooks on a submodule checkout.
  • ./gradlew setupGitHooks still installs into the real git hooks dir.
  • Spring Boot artifacts still resolve at 3.5.4.

Align the proxy build toolchain with the LTR Gradle pin before the Boot 4.1 wave. Leave Spring Boot 3.5.4, Java 17, and sitmun-proxy-contract 1.2.9 unchanged.
Mirror backend #304: drop build.dependsOn setupGitHooks and resolve the
real hooks dir from a gitdir file so ./gradlew setupGitHooks still works.
new File(rootDir, absolutePath) nested hooks under the worktree.
Honor absolute gitdir markers so opt-in install lands in the real hooks dir.
