Re-pin go-stellar-sdk (CAP_0087_ML_DSA) via replace, shift the Rust soroban-env/stellar-xdr window to CAP-0087 heads, add the p30 integration leg (no vnext core image yet), and copy p28's upgrade fixtures to p30.
