✨(frontend) allow replacing the ProConnect button on the home page - #835
Some deployments may not authenticate through ProConnect. In that case we want a generic login button
Proposal
Similar to what is done in other La Suite apps (Docs, Drive)
Set with_proconnect in FRONTEND_THEME_CONFIG to replace the ProConnect button with a generic "Sign in" button instead.
It defaults to true so existing deployments keep the ProConnect button.
In Drive and Docs, it is set under home.with_proconnect but as Messages seems to diverged to how its done there for custom config, I set it in a flat structure with_proconnect. Might be better to keep same structure ?
Also might be better to set it as false as default, but that would break current deployments.

New Features
Added a theme option to replace the home page’s ProConnect button with a generic “Sign in” button. The option defaults to showing ProConnect.
Documentation
Updated configuration guidance with the new option and an example.
Some deployments may not authenticate through ProConnect.
Set `with_proconnect` in `FRONTEND_THEME_CONFIG` to replace the
ProConnect button with a generic "Sign in" button instead.
It defaults to true so existing deployments keep the ProConnect button.
The home route now selects between a generic “Sign in” button and the ProConnect button based on the with_proconnect theme setting. The setting is added to the frontend theme type and documented in configuration references. English and French translations are added.

When with_proconnect is exactly false, the home route renders a translated “Sign in” button. Otherwise, it renders ProConnectButton. Both buttons invoke handleLogin.

Explanation
The title names the main change: a setting that lets administrators replace the ProConnect button on the home page. The changeset adds the with_proconnect option to FRONTEND_THEME_CONFIG, updates the home route to show a generic 'Sign in' button when the option is false, and adds translations and docs. The title matches the primary change and omits only secondary details such as the docs and locale updates, which is expected.

Point operators to FRONTEND_THEME_CONFIG first. Treat NEXT_PUBLIC_THEME_CONFIG as a deprecated fallback.
Line 3 tells operators to set NEXT_PUBLIC_THEME_CONFIG. The new with_proconnect example at line 18 sits under that instruction. When the backend supplies FRONTEND_THEME_CONFIG, the frontend ignores NEXT_PUBLIC_THEME_CONFIG. The backend value replaces the frontend variable and is not merged with it. Operators who follow this page on such a deployment cannot change the home-page button through the documented variable.
