moveTasksToLane fail-opens with skipped=ids.length; the never-throws test should match that, not the unused outer catch.

changed the title
turn_end fires per model turn, so Done on the first turn marked cards complete while OMP was still working. Move to Done only on agent_end when willContinue !== true. Resolve lanes by name only so Archive cannot be selected by position.

Tissue issues were created on Spectrum Web Co in Ready and never moved. The plugin now owns lane movement:
