Bounds resume and session listing to routing metadata plus selected session hydration, then packages the bounded SessionStart hook for Codex and Claude Code. Validation: 376 passed, 1 expected xfail across affected tests. Real 146k-chunk store: sessions 0.91s and resume 0.50s. Codex plugin-creator validation and Claude native marketplace validation pass. Fresh Codex session received injected wake context. Linked launch policy: synapt-dev/config#538. Linked workspace projection: synapt-dev/gripspace#16.
