Record the merged CI policy consolidation from #150, including the preserved behavior, bounded review dispositions, reviewer process failures, and exact-head validation and CI evidence. This appends one entry to
docs/DEV-JOURNAL.md; historical content is byte-for-byte unchanged.Validation: append-only/newline checks and
git diff --checkpassed. Full exact-headtask preflightand post-ready required CI will be recorded before merge. Per the approved planit/append-dev-journal workflow, the journal receives no RAS review.
