Move Jenkins agents to Java 21 - #119

Jenkins 2.555.1 and later require Java 21 or 25, and the Java support policy applies to all components, agents included, not just the controller. Do the agents ahead of the controller: 2.528.3 supports agents on Java 17 or 21, so Java 21 agents keep working against the controller we run today, whereas Java 17 agents are unsupported once it moves to 2.568.3. That keeps each step independently reversible. Ubuntu 20.04 has no openjdk-25 package, so 21 is the target for the AMI. Needs the stock and gpu AMIs rebuilt and the fleets rolled before the controller upgrade lands.
