Review at 195e78f (comment only, not a verdict): CI cannot run for this head.
Testing and Generate Coverage Report (PR) end in startup_failure for both the pull_request and push events (gh api repos/torrust/torrust-tracker/actions/runs?head_sha=195e78f661ac599ffb1b616117b9f03c81b231a0). The repository's allowed-actions policy (repos/torrust/torrust-tracker/actions/permissions/selected-actions) admits taiki-e/install-action@v2.87.2 and taiki-e/install-action@v2.87.9, not @v2.87.8, so the three workflows that use the bumped action never start; a rejected workflow emits no check runs, which is why the checks list looks clean. Container, OS Compatibility and Docs Lint pass because they do not use the action.
Two ways out: widen the policy to taiki-e/install-action@v2.* as .github/skills/dev/maintenance/update-github-workflow-actions/SKILL.md recommends, or let Dependabot's next run supersede this PR with 2.87.9, which the policy already admits. I will review fresh once the workflows actually start.
