ci: add advance-deploy-env caller (tickets weren't advancing on ship)#70

docs had no advance-deploy-env caller, so its kanban items never advanced to Prod when content shipped. Adds the standard push-triggered caller so shipping auto-advances tickets. RFC-BACKEND-0008 board automation.

docs was missing the advance-deploy-env caller, so its kanban tickets never auto-advanced to Prod when content shipped. Adds the standard push-triggered caller. docs is exempt — mergeable to main directly.

Overview
Adds a new GitHub Actions workflow Advance deploy env that runs on pushes to
develop,staging,master, andmain.On those merges it invokes the shared
tracebloc/.githubreusable workflow so contained PRs get their Deploy environment field updated on the engineer kanban—restoring behavior that was missing in this repo (e.g. docs tickets not advancing to Prod on ship).Reviewed by Cursor Bugbot for commit 70f3f2d.
