Contributed sections for tbRegExp, tbProjPacker and TBMANLIB_Dialog, and changes to draft, sync and the doc-draft workflow

Adds contributed sections for tbRegExp, tbProjPacker and TBMANLIB_Dialog, and changes draft, sync and the doc-draft workflow that drafted the first of them.

• docs: 65 pages (1066 to 1131) in Reference/Contributed/: tbRegExp (28), tbProjPacker (5) and TBMANLIB_Dialog (32), each at the version its indexed_from names. Contributed Packages lists them and the book gains a chapter for each.
  • tbRegExp replaces VBScript's RegExp, and its pages say how it differs, checked under cscript: Replace reads $ differently, so a literal $ needs $$, and the pattern syntax adds named groups, lookbehind and inline options.
  • exclude_from_docs names the private modules StaticRegex, modPackUnpack and modWin32: the indexer counts a Public Enum inside a Private Module as public, and no project can name one (TB5079 on BETA 1005).
  • TBMANLIB_Dialog warns of two defects: ShowBrowseForFolder ends a 64-bit program with an access violation, and ShowOpen with MultiSelect on and several files selected returns only their folder, with no error.
• samples, snapshots: each section has a contributed-<Package> template in test/example-projects/ and an api.json in indexer/snapshots/contributed/. 86 samples are marked check_build, 59 of them also check_run.
• package-probes (new): test/package-probes/TBMANLIB_Dialog/ operates the package's Open, Save As and Browse For Folder dialogs from inside a built exe on a private desktop, in 32-bit and 64-bit builds. The pages state what it printed.
• draft: a page of a kind its section lacks, as every page of a new section does, takes a model of the same shape from the group's largest section that has one (sectionModels). Before, every task in tbRegExp's plan had model: null.
• sync: a documented package with no snapshot gets the store's api.json when it is of the section's indexed_from version (adoptSnapshots). A package is usually synced before its section exists, and a later sync then finds the store current and indexes nothing.
• doc-draft workflow (indexer/draft/workflow.mjs): the Check agent runs the doubts the Draft and Lists agents list, on a scratch page and, for a package that replaces another object, on that object (cscript, vb6run). The Lists agent reads the package's README through read-only gh and writes the landing page's On GitHub line.
• tests: test/indexer.test.mjs gains two tests (106 to 108), for sectionModels and adoptSnapshots.

examples.bat and the probe need a twinBASIC install, and draft and the probe the store sync writes, so they stay outside every gate and CI. The new tests need neither and run in test.bat.
