Two IDE chapters (designing forms, designing reports) with 21 new pictures, and 18 form-designer defects with reproducers

Writes the IDE chapters on designing forms and designing reports with their pictures, and queues the 18 form-designer defects found while writing them, each with a reproducer.

• docs: Designing forms (a landing page and seven pages: Designer, Working with controls, Arranging controls, Menu editor, Toolbox, Properties, Previewing a form) and Designing reports are 9 new pages that absorb the old tbForm, tbReport, Toolbox and Properties pages, which redirect to them (1243 to 1248 pages). The Format menu page is cut to reference entries. The IDE index, the home page, View, Project Explorer and the CustomControls tutorial link to the new pages, and the book's IDE part gains both chapters. Each of the 18 defects is a WARNING or NOTE on the page it affects (BETA 1005).
• pictures: 21 new, in both themes and mostly as SVG (the preview window, a running program's, is a dark PNG only), and the Format menu's Horizontal Spacing retaken with three controls selected so that Make Equal is live. Two pictures the tool cannot take yet stay as SHOT markers: the form at 50 % zoom, and the preview with its File menu open.
• shoot_docs: a forms-chapter setup on a new fixture, test/shots/forms/: a form with a menu, a frame and a control array, and a report. WIP.Screenshots.md says what keeps its pictures steady.
• ide-test: a forms lane (test/ide/forms.test.mjs, three probe projects, 36 tests): 21 assert a defect and 15 are controls that check the working case beside it.
• bugs: 18 new entries in BUGS-TO-REPORT.md (BETA 1005), each with a bugs/<slug>/repro.json that names the forms lane.
• tb-operate: waitForEditAnswer waits for the compiler's answer to an edit. An F9 pressed in the 20 to 60 ms before it arrives loses its breakpoint, because the answer redraws the glyphs from its own list. shoot_docs and the debugging lane wait for it first. It is not queued as a defect, as a person rarely presses F9 that fast.
• notes: the WebView2 tutorials name the sample Sample 1a, WebView2 Examples (Sample 0 is Reports), and WIP.IDE.md places the error, warning, hint and info counters in the DIAGNOSTICS header, not the status bar.

The forms lane and shoot_docs need a twinBASIC install, so they stay outside every gate and CI.
