Three contributed packages updated (TBMANLIB, TBMANLIB_Dialog, tbRegExp), tbRegExp graduates, and three twinBASIC defects queued

Brings three contributed package sections up to the newest version of their packages, and queues three twinBASIC defects with reproducers.

• contributed packages: each section's pages, api.json snapshot and contributed-<Package> sample template move to the newest version.
  • TBMANLIB 1.0.0.29: new cHttpClient, ToolsHttp, ToolsHttpMimeType, ToolsCN, cTimer, cTimers, cSubClass, Consts and Tools; ToolsStr and ToolsStream become cToolsStr and cToolsStream; cCsv is a new CSV class and the old one is cIni; ToolsJScript is gone. A 64-bit build now fails with TB5001 in cSubClass. Stays Experimental.
  • TBMANLIB_Dialog 1.1.0.0: new cDialogEx, mDialog and ten dialog classes; cDialog gains PathCombine and SelectFiles; MultiSelect paths and 64-bit browsing are fixed. Moved to Experimental: the FindReplace, PageSetup, cDialogEx, Password and DateTime defects were each confirmed by a second agent. The probe harness is extended.
  • tbRegExp 1.7.0.0: fixes the repeated empty match with Global, Replace's stray dollar, the dot and several escapes. The engine's 10,000-step limit, which cuts a match to about 3,300 characters and which a program cannot change, is a WARNING at the top of the landing page (confirmed by a second agent, and upstream). Per the owner it graduates to Contributed.
• bugs: three new BUGS-TO-REPORT.md entries (BETA 1005):
  • a For Each that cannot get an enumerator never ends under On Error Resume Next, where VB6 raises 92, with the reproducer bugs/for-each-resume-next-loops/ and a WARNING on For Each...Next;
  • TB5090 on an assignment through a class field's default member, and empty parentheses after a value being ignored (or an Unspecified error for a Variant);
  • a compiler crash on an assignment to an element of a class's public array field.
• builder: only a build into docs/_site rewrites the page and symbol baselines and the add-in's index copy; another --dest compares and reports the rise. --no-offline and --no-pdf now reach prepDest, which removes <dest>-offline and <dest>-pdf. Probes in check_page_baseline.mjs and check_cli.mjs.
