WNCC colour notes, build downloads page and in-memory packing, a smaller help archive, VB6 import lane, and the Attributes sweep

Documents more BETA 1005 behaviour, adds a Downloads page, moves the build's tail onto workers, and slims the help add-in's archive.

• WinNativeCommonCtls: ListView.TextBackground has no visible effect and Slider.BackColor shows only at its next repaint (NOTEs, BETA 1005). slider-backcolor-no-repaint and listitem-backcolor-default-refused are queued in BUGS-TO-REPORT.md.
• Attributes: new [PropertyPage] entry. 26 entries are extended from the BETA 1005 sweep, with 3 build defects queued. UserControl.PropertyPages takes class names, and parseTargets reads Enums, Property Get, Declare Sub and Delegate.
• Downloads page: lists every file the site publishes, and the release publishes whatever it offers. {{tbdocs:size:<path>}} and {{tbdocs:packageTestRows}} are expanded before render, and the footer's two release links become one Read Offline link. "Never cut a release" joins the vocabulary tables.
• Build:
  • helpArchive, writePdf and checkBook run on workers, and bookPayload packs the book's pages for writePdf's lane.
  • packFiles packs the add-in project and the package test projects in memory, with no staging through %TEMP%.
  • .webp joins the publish allowlist, and the WebView2 tutorial's animation is a 1.08 MB WebP (the GIF was 3.74 MB).
• Help archive: leaves out Documentation Development, Videos, Challenges and every downloads folder, and the build fails if the Downloads page offers a file the archive would hold. The add-in's server redirects a missing file to the website.
• Tests and harness:
  • New vb6-import lane: the import keeps every Attribute line. The FAQ says which take effect in a built DLL, and vb6-attribute-lines-no-effect is queued.
  • tbrun --tests numbers compile cases correctly when a file holds a lone CR.
• Reference: IUnknown declared Extends Nothing calls QueryInterface, AddRef and Release by name (run-checked sample), and Fmt's E and G pages say the decimal point follows regional settings.
